as topic suggests a microfilter has given up the ghost (no dial tone) and also causes the phoneline to be 'busy' is this unusual?

Could be.. have you tried using the phone without it? or tried replacing it?

Like any piece of tech, it can die/break. I've seen cheaper filters go within 2-3 weeks of installation.
