It's unlikely, but then stranger things have happened. From the tone of the article they'd perhaps give it a bash if they thought they'd get 30% takeup.

If Virgin came into Hull, Sky would have no other option than to go to KC and offer Sky broadband.
Sky lose money on their Broadband business but they have it to lure customers away from Virgin.
